A good rule of thumb re: African economic statistics, though, is that they are all spurious in one way or another. The majority of African states have neither the resources nor the inclination to do the job properly, and in fact have a direct disincentive to do so: since development aid is the source of so much of the political class\'s wealth, it behooves them to manipulate statistics according to the situation. As a result, state statistics are on of the highest forms of creative literature the continent produces.
